The line that is perpendicular to x=3 (a vertical line) will be a horizontal line with zero slope and thus a constant y value. Since it passes through the point (0,-4), the equation of that line will be y=-4.

y=-4
lines perpendicular to x=3 are any line with a flat horizontal slope, with y= some constant
if it passes through (0,-4) then y=-4 is the only possibility.
