Suppose a goat was tethered at the middle of a 50-foot-long fence and the length of the rope was 50 feet.

David W is spot on - draw a picture. If the fence is horizontal then the area "above" the fence is one-half of an ellipse with major axis of 100 and minor axis of 50. At each end of the fence the goat can go around and eat a half of a circle with radius of 25. Note there are two of these.
