If you had to define the poverty line, what would you expect people to be able to afford just above that line? For those below that line, what programs should the government offer to improve quality of life?

I would say the poverty line should be defined as the point where someone can afford housing, food, and medicine. The government should help those people below this line to afford these three things, not totally subsidize them.
