I think you mean find the measure of PQR, otherwise the sentence doesn't make any sense.
Since QS bisects <PQR, m<PQS = m<SQR, 7x - 6 = 4x + 15 and x = 7
plugging x = 7 into equation for <PQS, m<PQS = 7*7- 6 = 43. Since <PQS is half of <PQT, m<PQST = 86.
