The slope of the first line is (3-1)/(0-3) = - 2/3
the slope of the 2nd line is (4 - -5)/(-1 - -7) = (4+5)/(-1 + 7) = 9/6 = 3/2
Subtracting the other way just to make sure:
the slope of the first line is (1-3)/(3-0) = -2/3
the slope of the 2nd line is (-5 - 4)/(-7 - -1) = (-5 + -4)/(-7 + 1) = -9/-6 = 3/2
Their slopes are negative reciprocals of each other
which means the product of the slopes is -1
therefore these lines are PERPENDICULAR
