13 1/3 = 40/3 which might be considered more "simple" as it has less digits and the fraction is all there is unlike 13 1/3 which has an integer plus a fraction.
13 1/3 also = 13.33.... You could put a dot over 2 of the 3's to indicate they repeat forever. You might even just use 13.3 with a dot over each 3 to indicate the 3's go on forever. or you just follow 13.3 with 3 dots, to get 13.3 ...
but 13 1/3 itself is in fairly simple form.
It also may depend on what units are. IF this is 13 1/3 feet, you could translate that to 13 feet and 4 inches, which may seem simpler in some sense.
