To be fair every winner should have an equal chance to get any of the 130 collectibles. If the first 40 are given out then they won't be available to the next 90 winners and a collectible that a winner after number 41 would have wanted may not be available to them. Thus it is best to wait until we have 130 winners before distributing the collectibles.

I'm running a business where I will eventually distribute 130 collectibles (some are worth more than others) to 130 winners. At the moment, I only have 40 winners, but I don't want to wait for all 130 winners to begin distributing the collectibles.
Is it ok to randomly assign the first 40 collectibles out of the 130 total pool to winners and then later, do the same with another batch of winners or is the only way to do this fairly is by waiting until I have all 130 winners to distribute the collectibles out?
