A circle center (a,b), radius r has equation (x-a)2+ (y-b)2=r2
So as the center is (-6,5) a = -6 and b = 5
And the radius squared will be the distance squared between the center and the given point. To find this you take the difference in x values (squared) and add to the difference in y values (squared).
In other words 5 squared + 2 squared = 25 + 4 = 29
So a= -6, b =5, r2=29 so your equation is (x+6)2+(y-5)2=29
If required you can multiply out the two squared brackets and simplify the expression (exercise for you).
