"With" the x moves it horizontally, opposite the sign. Going from -5 to 0 is adding 5, so that's 5 to the left.
"Outside" the x moves it vertically. To get from 5 to 0, you subtract 5, so that's 5 down.
It should be noted that you won't usually see "+ 0" in an equation because that's like calling you "Megan plus 0" when it's just you, so we'd normally see y = (x + 0)2 + 0 written simply as y = x2.
