I apologize for the incorrect answer. I didn't see the double bond in the middle. Louis G is correct. It is 4-octene because no matter which end you start, you will encounter the double bond beginning at fourth carbon. If the compound was 1-octene, the compound would have a double bond beginning at the beginning. If this was the case, the preferred name would be oct-1-ene, signifying the carbon chain is 8 carbons long and the double bond is on the first carbon.
