When an acid (H3O+) is added, it will react with the conjugate base.
When a base (OH-) is added, it will react with the acid.
(a) H3O+ + CH3CH(OH)CO2- ==> CH3CH(OH)CO2H + H2O
(b) OH- + CH3CH(OH)CO2H ==> CH3CH(OH)CO2- + H2O
