You can treat y=mx+b like any other formula. you have a value for x, that is -1, a value for y, which is 4 and the slope, m=-3. You can plug these in and find b, the y intercept. It would look like this.
4 = -3(-1) + b
4 = 3 + b
1 = b
Now write your equation replacing the m and b.
y = -3x + 1 is your answer.
