Let me give it a shot.
For 1) it strongly appears that your going over torque: r x F , thus the further the distance (r) the greater amount of torque can be generated. Conversely, it takes less force for rotation the greater the distance. In basic terms the longer the wrench the easier it is to turn the nut on a bolt.
2) I think answer they may be looking for is that because the lever is balanced the distance doesn't matter because the center of balance comes to a single point.
