Percent by mass means grams solute per 100 grams of solution.
3.62% = 3.62 g NaOCl/100 g solution
3.62 g NaOCl/100 g solution = 0.0362 g NaOCl/g solution
1287.7 g solution x 0.0362 g NaOCl/g solution = 46.6 g of NaOCl
