The circumference is 2πr, or πd, right?
The diameter can only be as long as the shorter sides of the rectangle. Let's say we have s 5" x 7" in rectangle; the diameter can be up to 5". Anything longer than that wouldn't fit.
Now, how many 5" lines fit into 7"? Just one, assuming we're not overlapping.
In other words, we can fit as many circles with a diameter of the shorter sides of the rectangle that will fit wholly into the longer sides.
5" x 10" would be 2 circles, but so would 5" x 11" up to 5" x 14".
