This problem, as written, isn't solvable. The circle is centered at (-1, -5) and has a radius of sqrt(20) or 2sqrt(5). But (3, -4) isn't 2sqrt(5) units away from (-1, -5). (The two points are sqrt(17) units apart.) Therefore, (3, -4) isn't a point on the circle.
