From the givens, I draw a sketch with C in the center, B a point on the circle, and A at some distance outside the circle such that AB is tangent. Because it is tangent, angle B is 90 degrees and we can use Pythagorean theorem: (AC)2 = 192 + 62. Take the square root of this sum to get answer D.
