1s2 2s2 2p6 3s2 3p6 3d10 for a total of 28 electrons
If you want the total number of electrons in the n = 3 level ONLY, it would be 18 electrons. Poorly phrased question.
sublevels are 1s, 2s 2p 3s 3p and 3d
