the slope of the perpendicular line is the negative inverse of the slope of the given line: negative inverse of 6 is -1/6
IF it goes through the point (-6,4) then plug those numbers into the
slope intercept form of y=mx+b with x=-6 and y=4, solve for b
4=(-1/6)((-6) + b solve for b
4=1+b
b=4-1=3
y=(-1/6)x+3
