Yes, it will dissolve in polar solvents. Povidone is polyvinylpyrrolidone and is used in the pharmaceutical industry to disperse and/or suspend various drugs. It does this by virtue of the fact that it is soluble in both water and non-polar solvents. It has a tertiary amine as well as a keto oxygen (2 lone pairs of electons) which provides polarity as well as a pyrrolidine ring which provides an area of non-polarity.
