If you draw a right triangle, one side is 400m, the angle of elevation (= angle of depression) is 13o and the hypotenuse is h, the distance you seek. Since the angle of elevation and the 400m side are opposite, we need to use the sine of that angle:
sin(13o) = 400m / h
h = 400m / sin(13o) which works out to 1778.16m. Rounded to nearest 100m, this is 1800m.
