I wouldn't use percentages. Just ranks. Percentages could be used after as a proof, but I don't think they're asking for that.

Yes that's right. E should be ranked lower than B and D too. Put them in order of biggest change to smallest change. (See additional comment)01/09/20

Thank you for your response, very much appreciated! In terms of ranking it, the highest is obviously the biggest change. for example the difference in A from year 1 to year 2 is minus 2.9m and for D the difference from year 1 to year 2 is minus 1.8m, now out of these am I right in saying that D is ranked below A?01/09/20
