First, put the original equation into the "slope-intercept" format: y = mx + b, where m is the slope, and b is the y-intercept.
The perpendicular line will have the slope m' = -1/m (negative reciprocal) and the new equation is y = m'x + b'
To find the new equation, plug in m' and the x and y values for the given point. You can then solve for b'
