The octagon contains 8 isosceles triangles having 2 sides equal to the radius of the circle---i.e. 8".
The inner angle (between the 2 equal sides) is 180/8 = 22.5 degrees. Thus, the sum of the other 2 angles is 180 - 22.5 = 157.5, and each angle is 73.75 degrees.
You can now use the law of sines to find the length of the outer sides
