Your question is not totally clear----see if this helps:
Whenever we talk about a property or value, the units define what is being measured. For example, a weight could be measured in pounds or Newtons, and a distance could be inches, feet, meters, kilometers, etc.
If you say: "I have 10", it has no meaning unless you say 10 of what.
We don't normally think of units as a quantity, but we can recognize that---e.g. 10 kilograms is 10,000 grams, because a kilogram is 1000 grams. Thus, we can think of units as relative quantities.
