Empirical probability is calculated after the event has occurred. Because it's not stating how many times two heads already appeared on two coins tossed, this is not an example of empirical probability. It is stating the likelihood of two coins in the future both landing on heads. That means this is theoretical probability.
This is definitely not an opinion, as it's true that there is a 25% chance two tossed coins will both land on heads.
