If a line is going to be parallel to another line, it must have the same slope.
Therefore the slope in your new line will be -3/2.
Next, in order for the new line to contain (4,6), we will use it to solve for "b"
6 = (-3/2)(4) + b
6 = -(12/2) + b
6 = -6 + b
12 = b (this will be in your new equation)
So the new equation will be y = -3/2x + 12
