A full rotation around a circle takes 360 degrees or 2*Pi radian. This is just another way that we measure rotation, just like feet and meters are different ways that we measure distance. Pi = 3.14....... and is a number just a little bigger that 3, so 2*Pi is slightly bigger than 6. Exact means that we don't round or cut off any digits of Pi so we just use the symbol or word (Pi).
It takes 2*Pi radian to do a full rotation around a circle and in 1 second the point moves 1 radian, so to move 2*Pi radian will take 2*Pi seconds.
