Chris, this is an example of a Metaphor. And just to be super clear, this sentence is talking about a man. It is comparing a human man to a fox.
A simile will always have the word “like” or “as” in it. “He’s like a fox” would have been a simile for you.
Personification gives human traits to a non human, but here we are starting with a human so it’s not personification. “The fox is cunning” would be personification if you were talking about an actual animal fox. (cunning is a human trait.)
Alliteration has to do with words in a sentence starting with the same letter “The fancy fox flew fabulously” is alliteration.
Metaphor is comparing two things but without the word Like or As. It’s like a simile, but stronger. :)

Chris, this is an example of a simile. It's very closely related to metaphor but the best answer is simile. Assuming that 'he' is a person, you are comparing a person with a fox.09/27/19
