Is it 8.25% by mass or volume? Let us assume it’s by mass. Then we have 8.25 g/100 ml = 82.5 g Liter. The molar mass of NaOCl is 74.4 g/mole.
82.5 g/L x 1 mole/74.4g = 1.11 mole/L = 1.11 M

That's a very important fact. I did, in fact, use weight/volume as indicated by using 8.25 GRAMS per 100 mls which is weight over volume
