In the form y=mx+b, m is the slope of the straight line, and b is the vertical shift of the line. You have y=9x, so m is 9 and b is 0. Because b is 0, there is no vertical shift, and the line should pass directly through the point where y is 0 on the coordinate plane. To shift the line up 2 units, simply add 2 to the b value. Since b is 0 to start with, the new b will be 2. Then you have y=9x+2.
