slope of line is -2/3
48y= -12x-144
y =(-1/4 )x - 3
slope of line is -1/4
lines are parallel if both lines slopes are equal
lines are perpendicular if the slopes of two lines are opposite reciprocals of one another, or the product of their slopes is −1
but in this equations slopes are neither equal nor the product of their slopes is −1
so lines are neither parallel nor perpendicular

the slopes are not negative reciprocals (they are just reciprocals),
so the lines are NOT perpendicular.
The answer is NEITHER.
