It depends on how the pdf was created and saved. Sometimes everything gets pulled in as an image. Other times elements are broken down into objects. These can then be sorted into layers. If it was created in Illustrator and saved as a pdf with "Preserve Illustrator Editing Capabilities" checked, then the layers will appear in Illustrator as they were created.
