Managers are in a position of leading by example so not considering employee reactions can be risky. Yes, of course the best interests of the company are paramount but so are the best interests of the people who contribute to helping that company thrive each and every day.
I believe that companies that are inclusive with employees at all levels - and train and develop managers to give a voice to their employees and allow them to contribute to decisions -will be the best places to work.
Would be great to hear more context in regard to your question and continue the dialogue.
