could negative charged ions neutralise radicals and make them non reactive

radical is not stable ,very reactive and needs to have electron or lose electron, can ions by giving an electron to radical or take out its electron to make it not reactive?

Not likely. Radicals don't carry a net charge, so they won't want to take an electron or give an electron to the charged ions in question. The radical has an unpaired valence electron but the number of electrons equals the number of protons (no net charge).
