The dimensions given are that of a cylinder....
V = 22/7 * radius^2 * height
= 22/7 * 1.5 ^2 * 13
= 91.9285714 = 91 and 13/14

Volume of cylinder: V = ∏r2h
V = 3.14*(1.5)2*(13) = 91.845
To nearest tenth, that is 91.8 ft3
V = 3.1415926*(1.5)2*(13) = 91.89158
To nearest tenth, that is 91.9 ft3
"Round to the nearest tenth" is something that you would only find in a math problem. Anybody with a ruler would round to the nearest 1/12 ft [that is, to the nearest inch].
