2 angles, A and B -- they're complementary, which means that A+B = 90 degrees, or, B = 90 - A.
And the 2nd sentence translates into:
A = 2*B - 56
A = 2*(90 - A) - 56
A = 180 - 2*A - 56
3*A = 180 - 56
3*A = 124
A = 41 1/3 degrees
So
B = 90 - 41 1/3
B = 48 2/3 degrees
