I am making a rap song but i dont know what to make first lyrics or music

You could do either. I usually start with lyrics, but try to make them fit poetically- meaning it has rhythm and rhyme. I sometimes make sure the lyrics have good rhythm by counting syllables or reading it out-loud with a beat, then I know it will fit easily with music.
