I I think one of the best ways to learn to speak faster and clearly is to record yourself reading a paragraph. See how long it takes you and if you understand everything clearly. Then record the same session but try and do it in less period of time. If necessary keep a watch or clock in front of you so you can tell that you doing it faster. If you are having difficulty understanding yourself or it's not clear figure out which words you're having difficulty with. Then try and understand the pronunciation of those words or if there's anything in common with them that's making it more or less difficult for you. Practice makes perfect.
