Regression line equation: y^=mx^+b
80=28(x^)+b
You need to determine the x^ from the 4 coordinate pairs... which is just the average of all the x-ordinates. Once you have the x^, substitute inside the equation and you can calculate the b.
You may find it easy to understand if you draw the chart. Hope this helps in some way.
