We can use a proportion to solve this problem. A proportion is made up of two equivalent ratios. One ratio is set up as one cupcake to 3-1/2 oz. The second ratio is set up as x cupcakes to 20 oz. All you have to do to solve this is set the two ratios equal to each other, cross-multiply, and solve for x. The answer you get for x is how many cupcakes you have. If you get a fraction (or decimal), then you round down to say how many whole cupcakes you get. A part of a cupcake is not a whole cupcake, so you cannot round up.
Set up ratios: 1 = x
3-1/2 20
Cross-multiply: 1 times 20 = x times 3-1/2
So: 20 = 3-1/2x
Now divide both sides by the same thing:
20 / 3-1/2 = 3-1/2x / 3-1/2
5.71 = x
Since 0.71 does not make up a whole cupcake, you can get 5 whole cupcakes in a 20-oz package.
