No. "w" and "v" have different pronunciations in Dutch.
"V" sounds like the "v" in "very", and "W" sounds like the "w" in "work".
Is “w” pronounced like “v” in both German and Dutch?

It is only pronounced like "v" in German and not in Dutch. In Dutch, "w" is pronounced as saying "way".
