The problem is in your software. It exports to 720p because it does not or have minor support for 1080p. Final Cut Express 4 was issued 2007 and discontinued 2011, and as such does not contain updates as video gets to develop with more features. Thus, you may have 1080p on your camera, but it's converted to another frame size and using another codec. It might be time to upgrade to another software if you haven't done it. Final Cut Pro X 10.4 or Adobe Premiere Pro are good candidates. Final Cut Pro X last time I checked is about $300. If you are a student. it may even cost less. Adobe Premiere Pro and a lot of other Adobe products you can pay on a monthly basis. I think it's about $59.99 and less for students. For quick results, you can change the 720p to 1080p settings in an instant. To preserve the pristine resolution, you might as well upload your original 1080p and re-edit.
