Adding a time stamp to a video?

Anyone know of a program that will add a visible date and time stamp to a video file? Preferably, I can just put in the start time of the video and it will just keep incrementing the time as the video plays.

Most edit systems in there effects have a time code generator. Premier does for sure under the effects and so does After effects. They are very popular in what we called burning timecode in when you give a client a copy and you do not trust them.
