A line perpendicular to WX has an opposite, reciprocal slope to -2, or 1/2.

We can use two ways. The first is to use our point to find b.

-2 = (1/2)(-1) + b

-2 = (-1/2) + b

b = -1 1/2

y = (1/2)x - 1 1/2

y - (-2) = (1/2)(x - (-1))

y + 2 = (1/2)x + 1/2
