Short answer yes, the shape being blurred is only having an effect applied that can be modified at any time. In my experience Illustrator will show you what an vectorized object looks like with a blur but it doesn't do it as well as photoshop and is not worth the hassle. It can handle small blurs but I wouldn't trust them and it slows down the program. I copy and paste from Illustrator into Photoshop all the time. Separate the shape, copy to photoshop, make your blurs, then export that shape with a transparent background back into illustrator.
