That's an extremely significant drop in pressure at the surface and at 80m in the air. A bomb cyclone occurs when there is at least a 24mb drop within 24 hours, so that would be equivalent to a 5-10mb drop within 5-10 hours which is a lot more time than 20 minutes with the same drop in pressure. If pressure started to increase slightly afterwards, it most likely would be that other factors would have come into play, like an increase in density.
