If the actual centerline is not what was intended, simply update the drawings. If you can get this accomplished on the design end, with new drawings being issued, then all related parties should be updated and all relevant dimensions would be updated. The pushback that you would get from this, however, would likely rival the Cold War. LOL. The short answer to the question is no, but the question doesn’t bear relevance with itself. It begs the question(s) “Why was the building not built on the intended centerline and is it a typical building being constructed on soil?”
