It sounds to me that you are referring to Image > Adjustment > Hue/Saturation in Photoshop instead of Illustrator. If this is the case, you can use the adjustment layer for Hue/Saturation to set the values for Saturation and Lightness and put the layer to the top of all the other layers. By doing this, it would keep the Saturation and Lightness at the same level for all the layers below it. Then, you would be able to set the different layers or selections with the particular Hue you want by using either adjustment layer for Hue/Saturation (with particular selections) on each layer or directly on the layer itself.
