Can infrastructure building be sped up?

I was watching road construction and it seemed to me like adding more trucks wouldnt help the problem. The trucks were just backed up because only one could work on each lane. Adding more trucks in front would do nothing because there was only one road grader possible to ensure a single consistent grade. You could argue that multiple roads could be built in parallel to circumvent this linear process. But you need something specific to build a road towards. There are no such cases to my knowledge except a handful of urban areas with congestion, or some minor rural areas with unpaved roads. Is it even possible for more infrastructure spending to result in more roads?
